TESDA’s Training Regulations define qualifications such as Driving NC II as the basis for competency-based curriculum, training delivery, and assessment, which is why a credible training center has to be structured around those standards instead of just teaching people how to hold a steering wheel and hope for the best.

TESDA describes an assessment center as an establishment officially authorized to manage the assessment of candidates for national certification, and its assessment and certification system is meant to determine whether a worker or graduate can perform to workplace standards based on defined competencies.
